After reading George Veletsiano’s paper I’d have to go with his (working?) definition. He certainly has spent more time considering it than I have!
Veletsiano (2009) “To summarize, emerging technologies are tools, concepts, innovations, and advancements utilized in diverse educational settings to serve varied education-related purposes. Emerging Technologies,
1. May or may not be new technologies,
2. can be described as evolving organisms that exist in a state of “coming into being”
3. experience hype cycles
4. satisfy the “not yet” criteria of:
a. not yet being fully understood, and
b. not yet being fully research or research in a mature way
5. are potentially disruptive, but their potential is mostly unfulfilled.”
However, after watching David Gaunlett http://www.youtube.com/watch?v=nF4OBfVQmCI&feature=player_embedded I would like to add that digital media offer tools for creativity both for oneself and for collaboration with others. The resulting creativity is then shared with others. And here’s an example of this: Russell Stannard’s Website

Web 2.0 is about sharing freely, hacking and mashing up apps and software. The code is there for everyone to see, copy, modify and use.
Tom O’Reilly (2005), O’Reilly Media Inc, believes these “.. to be the core competencies of Web 2.0 companies:
- Services, not packaged software, with cost-effective scalability
- Control over unique, hard-to-recreate data sources that get richer as more people use them
- Trusting users as co-developers
- Harnessing collective intelligence
- Leveraging the long tail through customer self-service
- Software above the level of a single device
- Lightweight user interfaces, development models, AND business models
The next time a company claims that it’s “Web 2.0,” test their features against the list above. The more points they score, the more they are worthy of the name. Remember, though, that excellence in one area may be more telling than some small steps in all seven.” – I like this test!
I bet Stephen Downes is on Twitter and uses a smart phone or mobile device now and is a advocate of Mlearning. Yep @oldaily

Yeah I’d think that as soon as a company tries to tell you it’s Web2.0 it probably isn’t. If a company tries to sell you something rather than let you use it’s product for free (while it harvests your information) then it probably isn’t web2.0. I think those companies would prefer to keep their development cycles under wraps.
